Weird. This should be very simple thing to do. Is it not implemented?

You're looking for "cost_factor", which is available as both a property and a callback. It's a multiplier to the base cost, not the amount in GBP, because the base cost can be changed by other settings and GRFs, scaling purchase prices with it.
