Funding industries?

I'm having some trouble founding a new sawmill next to my largest train-station. It just says site unsuitable, and I just don't understand why. There's a forest nearby, could it be that it's too close?

Are you sure the land you are trying to put it on (which should be at least 4x4 squares) is totally flat and so on?

My post from alt.games.microprose.transport-tyc replying to a post very similar.
It could be caused by:
-There already being a sawmill in that town's name.
-There is a set number of industries you can have in a game of TTD. Try
deleting an unused industry using the scenario editor trick.
-The place you are putting it may be too close to a forest or paper mill (in
the arctic climate) or in a desert (tropical climate).

Other than that, I don't know what the problem is. ???
