I downloaded it from steam, all options are question marks, and my language is Traditional Chinese.

Most likely the issue is that your chosen font in Windows doesn't have all the necessary characters the game needs. You can try changing to Chinese Simplified to see if this immediately corrects the issue.
Otherwise, you will need to edit the font settings for the game and select different fonts.
The most expedient way would be to open the file openttd.cfg in a plain text editor, find the sections for font settings:
