What year do Tourists start to appear in the game.

Playing with ECS industry set which has Tourist centres around the map, but no tourists to send to them
Year is 1874 so may be to early for tourists, but I cant find anywhere any info on when they start to show up.

i think you also need a house set that produces tourists
